The recent exposure of classified government information by former CIA employee and NSA contractor Edward Snowden has focused international attention on the foreign intelligence operations of the NSA. Stories published by US media suggest the agency is spying on Americans. What exactly is the mission of the NSA, when was it created and what laws govern its mission and operations? How does the Foreign Intelligence Surveillance Court direct and control its activities in the United States and protect the 4th Amendment rights of all of us? These and related issues will be addressed in this lecture.

Bill Sullivan has had extensive senior executive, policy, management, and analytic experience in intelligence activities since 1955.  Upon retirement from the NSA in 1994, he served on the staff of the Presidential/Congressional Commission on the Roles and Capabilities of the US Intelligence Community and as a consultant to the Director of Central Intelligence/NSA Signals Intelligence Committee.  He has also served on the SIGINT Transformation Committee of the NSA Advisory Board, the National Security Advisory Group of the Battelle Institute, and the Advisory Boards of the AT&T Government Markets Special Accounts Division and the Johns Hopkins University Applied Physics Power Projection Systems Department.  Until 2004, he operated a consulting service advising clients such as AT&T, SAIC, Raytheon, the Johns Hopkins Applied Physics Laboratory, and the Battelle Institute on intelligence, information assurance, and information operations matters.
