Good News! You do not need to obtain an export license.

Just two more steps before you can ship or hand carry tangible items internationally or share export controlled information with foreign persons.

1) Because several federal agencies restrict or prohibit transactions with certain individuals and organizations, you must first conduct a Restricted Party Screen to confirm and document that both the international recipient and the recipient's organization with which you are transacting/collaborating is not identified on a US Government restricted party list (a Restricted Party Screen does not apply to laptops, PDAs and cell phones taken on international travel for personal use); and 

2) Having reached this page, you have confirmed that your shipment, hand-carry, disclosure, or temporary international travel with laptops, tablets and cell phones does not require an export license.
